REGULATIONS FOR CUCSA GAMES

The following terms and abbreviations should be interpreted in the context of this document:

Words implicating the masculine gender shall include the feminine. Words of the plural number shall include the singular and words of the singular number shall include the plural.

 

1.1. Status of the CUCSA Games

1.1.1. The GUCSA Games take place on a biennial basis in the year between Universiades organised under the auspices of the International University Sports Federation (FISU).

1.1.2. CUCSA shall have complete control and jurisdiction over the Games, but shall entrust the organisation thereof to a member, i.e. the National Student Sports Federation (NSSF) of a country affiliated to CUCSA. The member must delegate its duties to a Games Organising Committee (GOC). The member shall nevertheless be directly responsible to CUCSA and will report to the Executive Committee (Exco) of CUCSA.

1.1.3. Events are organised in those sports for which a recognised International Sports Federation (ISF) exist.

1.1.4. The sports events of the Games shall be organised in accordance with the most recent technical rules of CUCSA and the appropriate International Sports Federation (ISF) unless otherwise stated.

1.1.5. The GOC is responsible for and must make all the necessary arrangements for the tournament, subject to the approval of the Exco of CUCSA.

1.1.6. The member and its GOC must undertake to respect the Constitution of CUCSA and to adhere to its rules and regulations.

1.1.7. The CUCSA Games are closed events for members only. Should any other team wish to participate, it must be approved by the Exco.

1.1.8. CUCSA shall not in any way be responsible for any claim for loss, injury or damages arising from the tournament.

1.2. Invitations

1.2.1. Invitations to participate in the Games must be dispatched by the GOC at least nine (9) months before the start of Games. The list of countries to be invited shall be supplied by the Exco of CUCSA.

1.2.2. Invitations to countries must be addressed to:

    1. the NSSF; or
    2. if no such structure exists, to the National Olympic Committee or similar national sports organisation of that country, subjected to the approval of CUCSA.

1.3. Participants

1.3.1. Only bona fide students may participate in the Games and Championships of CUCSA. A bona fide student is defined as a person who is:

    1. officially registered with a tertiary education institution recognised by the appropriate academic authority in the country (e.g. Department of Education);
    2. pursuing a full course of study at an institution mentioned in (a) in order to obtain a higher/further education qualification (degree or diploma) of such an institution;
    3. actively involved in pursuing his academic career (i.e. attending lectures, submitting assignments, writing tests and examinations) in order to be promoted to the next level of study.

1.3.2. All competitors participating in national teams must be nationals (citizens) of the country they represent. Foreign students may however be allowed to compete for their tertiary institutions in institutional championships.

1.3.3. Participating countries must certify in advance that all the members of their teams are bona fide students and that they comply with all the above-mentioned regulations. The President (or appointed representative) of the relevant NSSF must personally sign the necessary forms.

1.3.4. Should a member wish to change its team, then the President or his appointed representative will have to certify that the replacements are bona fide students who comply with all the regulations. This certification must be submitted to the International Control Commission (ICC) upon arrival as well as to the first meeting of the Technical Subcommittees (TSC) of each sport. Students who are not certified as bona fide students may not participate in the Championships or Games.

1.3.5. Staff members may not participate in the CUCSA Games, unless they are also bona fide students at the tertiary institution concerned.

1.3.6. Students selected for national teams who complete their studies in the middle of a year, may still participate in the Games scheduled for that specific year.

1.4. Officials

1.4.1. Each participating country shall designate a Head of Delegation (Chef de Mission) who at all times shall take full responsibility for the supervision and behaviour of their respective delegations.

1.4.2. The Head of Delegation alone shall be entitled to represent his country, unless otherwise provided for in the rules of CUCSA.

1.4.3. However, officially designated and accredited sports managers or coaches may launch a protest to the TSC on behalf of their own members provided such action is confirmed in writing by the Head of Delegation or his Deputy within four (4) hours.

1.4.4. The maximum number of officials included in a delegation participating at the Games shall be:

If the country brings more officials than allowed, the GOC may ask a supplementary participation fee approved by the Exco of CUCSA. The judges and referees are not included in the number of officials.

1.5. Referees and umpires

1.5.1. Countries taking part in the following team sports should bring with their delegation and at their own costs the following referees and judges:

Basketball

one (1) qualified referee per team

Football

one (1) qualified referee per team

Netball

one (1) qualified referee per team

Rugby

one (1) qualified referee per team

Softball

one (1) qualified umpire per team

Volleyball

one (1) qualified referee per team

1.5.2. A qualified referee is considered a person that has obtained either a provincial, a national of international officiating certificate recognised by the appropriate ISF.

1.5.3. Countries failing to fulfill this obligation without a valid reason, shall pay a penalty fee per referee or umpire to the GOC. This amount will be fixed by the Exco of CUCSA at least six (6) months before the start of the Games. The GOC will collect, at the moment of the accreditation of the competitors and officials, the penalty fees from countries not fulfilling their obligations.

1.5.4. The countries obliged to bring with them one or more of the above-mentioned referees or umpires, must inform the GOC at least one (1) month before the start of the Games, of the names of their referees and umpires (1 effective + 1 non-traveling substitute per nominated referee or umpire). The GOC will forward these names to the ITC for consideration. If the GOC is not informed in due time of these names, it can summon, on the instruction of the ITC, replacements from the nearest possible country.

1.6. Finances

1.6.1. The GOC shall draw up a budget for the Games according to the expected income and expenditure.

1.6.2. The GOC shall have the responsibility to remain inside the budget with the organisation of the Games.

1.6.3. Participating countries must pay to the GOC the following tournament fees which will be determined by the Exco of CUCSA from time to time:

    1. Accommodation costs (includes three meals per day);
    2. Caution fee.

The host (organising) country, if it so wishes and after approval of the Exco of CUCSA, may receive this payment in its own currency at the official rate of exchange.

1.6.4. Participating countries shall pay for the accommodation of their teams (participants and officials) for the full duration of the tournament.

1.6.5. Each participating nation shall be responsible for the accommodation and cost of meals of their referees, umpires and guests for the duration of the tournament.

Each country shall be responsible for its own cost of travel to and from the city hosting the Games;

1.6.7. Caution fees shall be reimbursed in full if no damage has been done. If damage has occurred, but the persons and/or country responsible for it cannot be identified, a pro rata amount shall be deduced from all participating nations.

1.6.8. The profits from the gate money, sale of programmes and promotion items shall remain with the GOC.

1.6.9. The GOC shall submit a financial report on the Games to the Exco of CUCSA within six (6) months from the date of the closing ceremony.

1.7. Accommodation

1.7.1. Participating countries must ensure that their application for accommodation (i.e. general entry form) is received by the GOC at least three (3) months before the start of the tournament. The confirmation form (i.e. the quantitative entry form) must reach the GOC at least one (1) month before the start of the tournament.

1.7.2. Accommodation will not be reserved for a team unless their application forms (i.e. general and quantitative entry forms) have reached the GOC within the prescribed dates. Accommodation will not be cancelled after payment has been received.

1.7.3. All participating countries shall make use the official accommodation organised by the GOC and approved by the Exco of CUCSA.

1.7.4. Only official members of participating teams may be accommodated in the official accommodation reserved for the purpose of the Games. No supporters or other persons may be accommodated in the official accommodation of participating teams because these persons are not subject to the rules and regulations of CUCSA.

1.7.5. The GOC must make every effort to accommodate male and female students in residences not too far removed from each other or from the playing field and facilities in order to facilitate the control by team managers over teams.

1.7.6. The GOC shall be responsible for all the meals of participants staying in the official accommodation. Unless otherwise stated or arranged with the GOC, the supper before the commencement of the Games is regarded as the first meal, while the breakfast after the closing ceremony is regarded the last meal.

1.7.7. It is the duty of a visiting team manager to report to the warden/person in charge of the accommodation, on arrival.

1.7.8. It is the duty of each member of a visiting team to ascertain the condition of the room/accommodation on arrival and to report any deficiencies and/or faults immediately to the team manager who shall communicate these in writing to the residence authorities at the earliest opportunity.

1.7.9. It is the duty of the visiting team manager to report to the warden or his appointed deputy in charge of the accommodation immediately before his team’s departure. The person in charge shall then furnish written confirmation that he is satisfied with the state of the facilities used by the team and that no damage has been caused. If a team should leave without the written indemnification of the person in charge, the country in question shall be held responsible for any possible damage.

2.1. Generalities

2.1.1. CUCSA shall have complete control and jurisdiction over the Games but shall entrust a member of CUCSA with the organisation of the Games.

2.1.2. The Exco of CUCSA shall nominate for each Championship or Games the following Commissions:

    1. Games Supervision Commission (GSC) to liaise with the GOC of the host nation. This Commission shall co-operate with the GOC on all matters to ensure that the general regulations, pattern of organisation and the spirit and tradition of the Games are followed.
    2. International Control Commission (ICC) which shall be responsible for the accreditation and international control of the competitors, officials and referees/umpires.
    3. International Technical Commission (ITC) which shall be responsible for the observance of the technical regulations for each sport included in the programme of the Games.

2.1.3. The GSC shall visit the venue of the Games at least six (6) months before the start of the Games. Travel expenses will be covered by CUCSA and the accommodation expenses (meals included) shall be for the account of the organising country.

2.1.4. CUCSA shall be responsible for the cost of travel (economy class) and cost of stay for:

    1. the official delegate of the CUCSA Exco for the pre-games visit;
    2. CUCSA Exco members for the duration of the Games (i.e. opening to closing ceremonies);
    3. the representatives of the ISF for the duration of the Games;
    4. the chairpersons of the CUCSA Commissions.

2.1.5. CUCSA shall be responsible for the approval of the regulations for each event. The Exco shall ensure that all countries entitled to take part shall receive the regulations six (6) months before the start of the Games.

2.1.6. The contractual responsibility of CUCSA is limited to the execution of the obligations described above. Aside from its contractual responsibility, CUCSA’s responsibility is limited to serious offenses committed by its members or mandators.

2.2. Executive Committee (Exco) of CUCSA

2.2.1. For the duration of the Games, the Exco of CUCSA shall be the final deciding body on all questions of policy or disputes. If the Exco is retiring, it nevertheless functions until the end of the Games.

2.2.2. The Exco of CUCSA shall be responsible for:

    1. the supervision and smooth running of the Games;
    2. the interpretation of the CUCSA regulations;
    3. settle any dispute which does not concern any other committee or jury;
    4. examining and dealing with any complaints or protests of a non-technical nature;
    5. taking sanctions against teams or individuals who violate the regulations of the Games;
    6. decide on any other matters not covered in these regulations.

In this respect, members of the Exco will be charged to supervise the organisation of the protocol ceremonies and to watch over the good conduct of the competitions included in the programme. They will remain in close contact with the GOC, ICC and the ITC concerned.

2.2.3. The Exco will invite the GOC to appoint a representative to attend their meetings but without the right to vote.

2.2.4. The Exco shall meet as often as necessary to ensure the smooth running of the Games. Decisions of meetings shall be circulated to all members, GOC, ICC, ITC and sub-commissions.

2.2.5. All decisions taken by the Exco of CUCSA are final.

3.1. Generalities (ICC)

3.1.1. The Exco of CUCSA shall set up an ICC for the Games which shall consist of:

    1. a Chairperson; plus
    2. four (4) members from different countries.

No member of the ICC may attend when the credentials of a competitor from his own country are being examined. The quorum for meeting of the ICC shall be three (3) members.

3.1.2. A members of the ICC cannot assume any other tasks, either in the delegation of their country, or in the organization of the Games.

3.1.3. The ICC is empowered to supervise the following terms of participation:

    1. the authenticity of the national entries;
    2. the academic status of the competitors;
    3. the nationality and age of the competitors.

3.1.4. The ICC shall examine the dossiers of the competitors at a time prescribed by the Exco of CUCSA, and if satisfied, shall validate the official competitors’ accreditation (identity) cards.

3.1.5. The ICC will inform the ITC and the GOC on the names of accredited competitors and the numbers of their accreditation cards. The committee shall communicate within twenty-four (24) hours to the Exco the names of those persons to whom accreditation has been refused.

3.1.6. If a person is refused an accreditation card and attempts to complete or take part in the competition by means of fraud, such a person will be excluded from the Games and from all future sporting events of CUCSA. Should this fraud be attempted in a team event, the team will also be excluded from the Games and any earlier results in the current tournament will be annulled. A report will be forwarded to the appropriate National Federation and a reprimand will be addressed to the National Student Sports Federation of the individual or team’s country.

3.1.7. If the officials of a delegation deliberately miss-inform the ICC about the eligibility of a competitor, the team of the sport concerned will be excluded from further participation in the current Games. Such fraud could be grounds for the termination of that country’s membership of CUCSA.

3.1.8. When the Head of a delegation challenges the eligibility of a participant of another country, then he must make a written protest to the Exco of CUCSA. The ICC shall be authorised to investigate the eligibility of the participant concerned. Only the Head of a Delegation, or his Deputy, shall be authorised to make such a protest.

3.1.9. The ICC may investigate at any time, even after the end of Games, the academic status and eligibility of any competitor in an event.

3.1.10. Before the end of the Games, the members of the ICC shall meet to draw up a report of the mission entrusted to them and to formulate recommendations to improve its conduct of affairs.

3.1.11. The Chairperson of the ICC will forward the original accreditation forms to the Secretary-General of CUCSA.

3.2. Accreditation cards

3.2.1. A numbered accreditation card with a recently taken photograph will be issued to each competitor whose dossier has been approved by the ICC. Accreditation cards will also be issued to all accredited officials, referees, umpires and guests.

3.2.2. Competitors will be required always to keep their cards with them and be prepared to present them for inspection by members of the ICC or any other persons authorised by them.

3.2.3. Accreditation cards will admit the holders to sports venues, official accommodation and to any other facilities or services agreed between the GOC and the Exco of CUCSA.

3.2.4. Competitors must before the start of their events be prepared to show their accreditation cards to the official in charge. For team sports, the manager must before the start of each match present a list of the players who will be taking part which must include the numbers of the accreditation cards.

4.1. Generalities (ITC)

4.1.1. The Exco of CUCSA shall set up an ITC for the Games which shall consist of:

    1. a Chairperson;
    2. Secretary;
    3. at least one specialist representative for each sport included in the programme of the Games;
    4. one representative from the Medical Sub-committee;
    5. the Chairperson of the ICC;
    6. a representative of the GOC;

4.1.2. The ITC shall be responsible for:

    1. counseling with the Exco of CUCSA in drawing up the regulations for the Games;
    2. giving advice to the Exco on general problems of a technical nature;
    3. verifying the programme for the events with the GOC prior to submission to the Exco for approval at least six (6) month before the start of the Games;
    4. meeting before and whenever necessary during the Games to ensure the successful conduct of the sporting events;
    5. taking all the necessary precautions to ensure the smooth running of the sports events;
    6. nominating special juries determined by the rules of the appropriate ISF;
    7. verifying and signing the results.

4.1.3. At the end of the Games, the ITC shall meet to draw up a report which shall include:

    1. recommendations for future Games;
    2. a summary of the best results and new records;
    3. a final report on the organisation of the Games.

4.2. Technical Subcommittees (TSC)

4.2.1. The ITC in conjunction with the GOC shall set up a TSC for each sport included in the programme of the Games which shall consist of:

    1. a chairperson (who shall be the member of the ITC for that sport);
    2. a representative of the GOC for that sport;
    3. a representative of the appropriate National Sport Federation of the organising country;
    4. three (3) specialists nominated by the participating countries at the first meeting. Not more than two members of the TSC should be of the same nationality.

4.2.2. The Chairperson of each TSC shall convene a meeting prior to the start of the sports event for which he/she is responsible. The following persons must be invited:

    1. the members enumerated in 5.2.1 (a) – (c);
    2. a representative of each country competing in that sport;
    3. specialists in the sport.

4.2.3. The first meeting of each TSC shall:

    1. nominate three specialists according to article 5.2.1 (d);
    2. approve the detailed programme of their sports;
    3. agree to the pool of eliminating competitions and, if the rules of the ISF of the sport concerned do not provide for pools or eliminating competitions, make the draws;
    4. appoint a Jury of Appeal according to the rules of ISF of the sports concerned. The members of this Jury must be of different nationalities;
    5. take if necessary, emergency measurers in order to ensure the smooth technical running of the events.

4.2.4. The TSC appoints referees and judges for all the competitions.

4.2.5. Before the end of the Games the members of the TSC shall meet to make recommendations for the future organisation of their sport.

4.2.6. The Chairperson of the ITC shall have the right to attend all meetings of the TSC.

4.2.7. The Chairperson of each TSC shall prior to the start of the sport for which he/she is responsible, attend to the following:

    1. maintain close contact and cooperation with the Chairperson of the ITC and the representative of the GOC in the TSC;
    2. ensure that the regulations of the International Sport Federation concerned are observed;
    3. inspect the sport facilities and the equipment to be used during the competition;
    4. gather exact information concerning:
    • the number and standard of performance of the participating competitors or teams;
    • the number and qualifications of the referees and umpires in the participating delegations;
    • the system of drawing of lots;
    1. in consultation with the members of TSC, prepare proposals for:
    • the appointment of a Jury of Appeal;
    • the candidates for nomination of three (3) specialists from participating countries for the TSC membership;
    • the system of appointment of the referees or umpires for each competition.

4.2.8. At the meeting foreseen under Article 4.2.3, the delegate of each country entered in these sports must confirm the presence of the athletes of their country and present to the Chairperson of the TSC the list of the participants on a form provided by the GOC. On this form, must appear the accreditation card number attributed by the ICC, first name, family name and competitor’s number. Athletes not approved by the ICC will not be taken into consideration.

4.2.9. The Chairperson of the TSC shall at the end of competitions in the sport for which he/she is responsible for, verify and sign the results produced by the GOC in three authentic copies:

    1. for the CUCSA archives;
    2. for the GOC archives;
    3. for the appropriate International Sports Federation.

4.2.10. At the end of the Games, the Chairperson of each TSC has to present a report which shall include:

    1. recommendations for future Games;
    2. a summary of the best results and records;
    3. a final report on the organisation of the Games.

4.3. Classification methods

4.3.1. For the team events, the format of the tournament, including the classification method, will be fixed by the Exco of CUCSA based on a proposal of the appropriate ISF.

4.3.2. In drawing the pools or rounds for team sports, it will be taken into account the results in the past two years of:

    1. CUCSA events;
    2. other major national or international events in the past two years, such as FISU World Championships will be taken into account.

In drawing the heats, pools or rounds for individual sports, the results of major national or international competitions held in the 12 months prior to the Games will be taken into account. It is the responsibility of each country to complete accurately the section of the entry form concerning pre Games performances of their individuals and teams.

4.3.3. If the number of entries in a team sport is excessive, preliminary matches may be played before the start of the Games. The system used shall correspond to the one used by the ISF concerned. Consolation tournaments will be organised during the Games for the losers of the preliminary rounds organised during the Games.

4.4. Protests

4.4.1. Any protest of a sport nature or disciplinary nature, must reach the Jury of Appeal through the referee/umpire or other competent official according to the regulations laid down by the appropriate ISF or by the ITC of CUCSA.

4.4.2. The Head of Delegation or his deputy has recourse to protest against the decision of the Jury. This protest must be submitted in writing to the Jury of Appeal in accordance with the regulations of the appropriate ISF. Such protest must be accompanied by a deposit of twenty U.S. Dollars (20) which will be returned if the protest is considered to be justified.

4.4.3. Any decision of the Jury of Appeal of a sport is final and must be reported immediately to the Head of Delegation of the country concerned.

5.1. Generalities (GOC)

5.1.1. The member of CUCSA of the organising country may delegate its duties and responsibilities to a Games Organising Committee (GOC) which must plan and work in conjunction with this member. The President of the National Student Sports Federation (NSSF) of the organising country or his representative will be a member of the Organising Committee.

5.1.2. The Organising Committee shall comprise of the following persons:

    1. the Chairperson of he Games Supervision Commission (GSC) nominated by the Exco of CUCSA;
    2. members of the National Executive Committee of the host nation that is a member of CUCSA;
    3. specialists form the host NSSF in the sports included in the programme for the Games.

The member shall nevertheless be directly responsible to CUCSA and shall report to the Exco of CUCSA.

5.1.3. The GOC entrusted with the planning and organisation of the Games is responsible for and must make all the necessary arrangements for the Games, subject always to the approval of CUCSA. The host NSSF must award legal identity to the GOC until six (6) months after the conclusion of the games. It shall function by virtue of the powers which have been delegated to by the NSSF and it must not assume the powers and responsibilities of CUCSA.

5.1.4. The GOC shall enter into liquidation six (6) months following the closing ceremony of the Games and it shall not thereafter carry on with business except for the purpose of winding up, a process which shall not exceed nine (9) months. It must settle all outstanding questions and dispute concerning the Games to the satisfaction of CUCSA. As soon as the GOC have been wound up, the host NSSF shall take over all rights and obligations entered into by the GOC.

5.1.5. The GOC must ensure that all countries are kept fully informed of all the necessary technical and other arrangements and that the entry forms are supplied in good time to be completed and returned by the closing dates.

5.1.6. The GOC shall from its constitution to its dissolution, contract at its cost an appropriate general liability insurance covering the risks of any liability or damages arising out of the organisation of the Games and any act of the GOC, or its mandatories and employees. This insurance will cover without limitation, all claims for loss, injury or damage to goods and individuals arising from the holding of the Games. The host NSSF is required to submit to CUCSA the appropriate certificate of insurance at least three (3) months before the start of the Games.

5.1.7. The GOC must insure against all claims arising out of any liability at law as a result of negligence towards participants in the Games and members of the public. CUCSA should be included in the policy as an Additional Insured.

5.1.8. The GOC must make the necessary commitments with the appropriate authorities to guarantee the security of all the participants in all activities associated with the holding of the Games.

5.1.9. The GOC commits itself to protect the rights of the sponsors of CUCSA. The Organising Committee will be advised by the Exco of the agreements to be observed.

5.2. Liaison with CUCSA

5.2.1. The GOC shall have the right to:

    1. nominate a representative to attend meeting of the Exco of CUCSA;
    2. nominate a representative who shall act as Liaison Officer to the GSC, the ICC, the ITC and Medical Sub-committee;
    3. nominate representatives to attend the meetings of each TSC;
    4. receive all the income from the sale of admission tickets, programmes and souvenirs;
    5. control, in cooperation with the ICC, the access to the competition areas for the Press (photographers, journalists, and radio or television personnel).

5.2.2. The GOC must at all times maintain close liaison with the delegate of the CUCSA Exco, and submit to the person the required reports on all the operational matters.

5.2.3. The GOC shall supply in good time for the information and/or approval of the Exco the following details on the general organisation:

    1. composition of the organising committee;
    2. the budget for the Games;
    3. involvement of local government;
    4. involvement of macro sports structures;
    5. involvement of the academic authorities;
    6. involvement of sponsors;
    7. involvement of students;
    8. availability of volunteers;
    9. accommodation venues;
    10. transportation;
    11. accreditation;
    12. welcome and closing ceremonies;
    13. security;
    14. the insurance certificate;
    15. information for the media;
    16. medical assistance;
    17. protocol;
    18. advertising and marketing campaigns.

5.2.4. The GOC shall supply in good time for the information and/or approval of the Exco the following details on the technical organisation:

    1. the proposed timetable of events;
    2. the proposed programme;
    3. the involvement of the NSF;
    4. sports and technical venues;
    5. sports facilities, material and equipment recommended by the appropriate ISF.

5.2.5. The GOC shall supply in good time for the information and/or approval of the Exco the lay out and/or text of the:

    1. official invitation;
    2. posters and other publicity material;
    3. official entry forms;
    4. doping and femininity control forms;
    5. record application forms;
    6. result forms for each competition;
    7. the design for medals;
    8. all other documents or statements made in the name of CUCSA.

5.2.6. The GOC shall supply at its own costs to CUCSA:

    1. prior to the Games, sufficient documents (bulletins, forms, photos, press releases, etc) for the promotion of the games;
    2. at the end of the Games, photos of the winners during the competitions, medal awarding ceremonies, the opening and closing ceremonies and of the games in general;
    3. at the end of the Games, edited shots of the video or television coverage on video tapes.

5.3. Obligations towards participants – competitors and officials

5.3.1. The GOC shall provide and is responsible, at a daily cost per person as determined by CUCSA, the following:

    1. suitable accommodation and subsistence, approved by the Exco of CUCSA, for competitors and accredited officials;
    2. the necessary transportation between the closest airport or train station to the accommodation sites;
    3. transportation between the accommodation sites and the sporting facilities or installations for the account of participating countries;
    4. training and competition venues and facilities, material and equipment, officially recognised by the appropriate ISF, necessary for smooth running of the event. The GOC shall inform all competing countries of the type and brand of the selected equipment at least three (3) months before the opening of the Games;
    5. at least one attache for each delegation who will be at the disposal of that delegation throughout the Games;
    6. the necessary referees, umpires, etc. for the perfect running of the competitions, according to the regulations of the ISF except where special regulations determine otherwise;
    7. an efficient information system to keep the participants duly informed on the programme and the results of the events;
    8. adequate medical assistance for the CUCSA family, participants and all accredited persons;
    9. anti-doping and femininity controls in accordance with the procedure laid down by FISU, if required by the appropriate ISF;
    10. an adequate telecommunication system to have the possibility to be connected with international telephone and fax lines. The cost of the calls will be covered by the participating countries.

5.3.2. In addition to the above, the GOC shall provide to the Exco of CUCSA the following:

    1. the infrastructure, facilities, material and equipment necessary for the CUCSA Exco to ensure the smooth running of its activities;
    2. at least one attache for each approved member who will be at his/her disposal throughout the Games.

5.4. Publications

5.4.1. The GOC shall publish and forward to the member countries, the Exco of CUCSA and the Commissions of CUCSA, in the working language of the CUCSA, the following:

    1. at least nine (9) months before the opening ceremony, the invitation;
    2. at least six (6) months before the opening of the games, the general and technical regulations of the Games approved by CUCSA;
    3. at least three (3) months before the opening of the Games, the programme of events and provisional timetable;
    4. before the opening of the Games, a minimum of two (2) information bulletins to keep the members and the Exco CUCSA commissions fully informed of the arrangements being made;
    5. during the Games, all the necessary information at daily intervals to enable the competitors and officials to participate without difficulty in the sporting and other events includes in the programme;
    6. during the Games, every morning by 07:00 am, a daily bulletin with the results of the previous day and the schedule of the day;
    7. the last day of the event or the day after, a complete set of results;
    8. within six (6) months after the Games, a complete report which shall include detailed results and a memorandum on the organisation.

5.4.2. At least two (2) copies of all documents and material shall be provided for CUCSA archives.

5.5. Material, facilities, equipment and services to supply during the Games

The GOC will provide at its own cost:

    1. all the necessary accreditation cards according the CUCSA categories;
    2. the necessary equipment for accreditation and result processing;
    3. all medals, certificates and trophies;
    4. VIP seats at all venues for the members of the Exco of CUCSA, CUCSA Commissions and guests of honour;
    5. sufficient seats at sports venues for the competitors and accredited officials of each sport;
    6. offices with the necessary secretarial staff and equipment for the use of the Exco and Commissions of CUCSA;
    7. meeting rooms with the necessary facilities for the General Assembly, CUCSA Commissions and Sub-committees;
    8. seats and press facilities for accredited journalists, photographers, radio and television personnel.

5.6. Medical services

5.6.1. The GOC will ensure adequate medical assistance for the CUCSA family, participants and all accredited persons.

5.6.2. The GOC shall also administer doping controls in accordance with the procedure laid down by FISU and the IOC. Any competitor refusing to take a doping test or who is found guilty of doping shall be eliminated. If the competitor belongs to a team, the match or competition in question shall be forfeited by that team. In sports in which a team may no longer compete after a member has been disqualified, the remaining members may compete on an individual basis.

5.7. Awards

5.7.1. The GOC shall, for the account of CUCSA, provide medals and certificates to a design approved by the Exco of CUCSA. These medals shall be awarded to the first three competitors in individual events and the first three teams in team competitions as follows:

5.7.2. Awards in addition to medals may be made only after agreement with the Exco of CUCSA.

5.7.3. Each participant will receive a diploma for participation.

6.1. Entries

6.1.1. Entries will be accepted only from those countries which have been invited to participate (Art 1.2.1).

6.1.2. Each member may enter only one team in the Games for a specific type of sport. Should a member wish to enter a second team for a specific sport, a motivated application must be submitted to the Exco of CUCSA. Applications shall only be considered in cases where there are an uneven number of teams entered for the tournament. The Exco in conjunction with the ITC shall have the authority to decide which member may be invited to enter a second team.

6.1.3. Members who wish to participate in the Games, must ensure that all entries reach the GOC by the due date and in the form prescribed by the GOC and the regulations of CUCSA. General and nominative entries may be sent by telefax in order to meet the required deadlines, but they must be confirmed in writing on the official entry forms. Entries received after the required deadlines will not be taken into consideration, except in special cases with the approval of the Exco and on the recommendation of the appropriate NSSF.

6.1.4. Entry forms, in three (3) copies, must be completed in capital letters (typed or handwritten) in the official working languages of CUCSA and be submitted according to the procedure laid down by the Organising Committee and must be received under the following conditions:

    1. General entries (notice of participation): Three (3) months before the start of the Games;
    2. Quantitative entries (confirmation of participation) with the number of competitors, team officials, guests and judges as well as the events in which they will participate: One (1) month before the start of the Games;
    3. Nominative entry form for referees and guests: One (1) month before the start of the Games;
    4. Nominative entries for teams (final commitment) with the name list of competitors and officials showing the events in which they are entered for: Fourteen (14) days before the start of the Games.

Particular care must be taken in completing accurately the section of the entry form concerning previous performances of individuals and teams to assist the officials in making the draws.

6.1.5. Entry form must be personally signed and stamped by the President of the NSSF or his appointed representative. Each member shall forward a list of the authorised persons with signing power to the ICC at least six (6) month before the start of the Games. The ICC must check that the forms were signed by the authorised persons.

6.1.6. No tournament in a specific sport may take place if, at the closing date for quantitative entries, the number of entries is less than five (5) countries. The GOC shall be responsible to inform the Exco of CUCSA and all participating countries twenty-one (21) days beforehand of the cancellation of a tournament because of lack of sufficient entries. No cancellation of a tournament shall be permitted after this date.

6.1.7. A copy of the general, quantitative and referees/umpires entry forms must also forwarded the CUCSA General Secretariat.

6.1.8. When entering, countries shall sign an undertaking that their competitors shall not withdraw from the Games once it has begun in contravention of the spirit of CUCSA.

6.2. Deposit for accommodation

6.2.1. At least one (1) month before the start of the Games or on a date determined by the Exco of CUCSA, countries entered for the Games must confirm their entry with an advance payment of 25% of the total accommodation costs due to the GOC. The deposit, which guarantees the entry of individuals must be paid to the GOC. Should the competitor compete, his deposit shall be credited to the accommodation costs due to the GOC. In the event of a forfeit, this deposit shall cover costs undertaken by the GOC.

6.2.2. Deposits which guarantees an entry in team or individual sports should be received by the GOC without any local or international bank fees.

6.3. Individual dossier to submit to the ICC

6.3.1. The Head of Delegation or his Deputy, must submit a dossier for each competitor to the ICC on arrival. This shall include the following:

    1. a passport or identity card with a recently taken photograph, indicating the person’s full names, nationality, date and place of birth;
    2. a document proving that the person has satisfied the conditions normally required in his country for entrance to a tertiary institution;
    3. a student card or certificate originating from the appropriate academic authority certifying that the competitor is officially registered for and pursuing a full course of study.

6.3.2. The Head of Delegation or his deputy, in submitting the individual dossiers for his competitors shall produce a list certified by the appropriate national academic authority of his country, of the tertiary institutions whose status as education institutions meet the requirements of Article 1.3.1.

6.4. Financial conditions

6.4.1. CUCSA shall receive from each competing country a team entry fee as determined by the Exco of CUCSA from time to time. The participation entry fees will be collected by the ICC before the accreditation cards are issued to competitors.

6.4.2. The countries shall be responsible for their own cost of travel to and from the venue of the Games. Local transport costs will also be for the account of each participating country.

6.4.3. The competing countries shall upon arrival, pay their dues to the GOC for accommodation cost and caution fees. The GOC if it so wishes, and after approval of the Exco of CUCSA, may receive this payment in its own currency at the official rate of exchange.

6.5. Insurance

6.5.1. CUCSA shall not be responsible for any claim for loss, injury or damage arising from the holding of the Games.

6.5.2. The GOC shall contract, at its cost, an appropriate general liability insurance covering the risks of any liability or damages arising out of the organisation of the Games and any act of the GOC, or its mandatories and employees, from its constitution to its dissolution. This insurance will cover without limitation, all claims for loss, injury or damage to good and individuals.

6.5.3. The participating countries must have their own appropriate insurance to cover travel and participation of their members, as they are not the responsibility of the GOC nor CUCSA.

7.1. Generalities

7.1.1. The protocol of the Opening and Closing ceremonies as well as other possible ceremonies will be decided by the Exco of CUCSA in accordance with the GOC.

7.1.2. The Secretary-General of CUCSA shall settle all matters of protocol with the representatives of the Organising Committee.

7.2. Opening Ceremony

The Opening Ceremony will be staged respecting the following programme:

    1. CUCSA President welcomes the highest authorities representing the host country and presents the CUCSA Exco;
    2. Playing of the national anthem and raising up the flag of the host country;
    3. March pass of the participating countries. Each delegation is preceded by a panel with its name and accompanied with its flag. The delegations will march in the alphabetic order according to the official language CUCSA with the host country marching in last. The flags of the participating delegations as well as the panels will be provided by the GOC and will all be of the same size;
    4. The President of the host NSSF gives a welcome speech of maximum three (3) minutes;
    5. The President of CUCSA gives a speech of maximum three (3) minutes.

7.3. Closing Ceremony

The Closing Ceremony shall at least include the following:

    1. March pass of participants and officials in mixed order;
    2. Closing speech of the President of CUCSA;
    3. Fair well speech of the President of the host NSSF;
    4. Playing of the national anthem and lowering the flag of the host country.

8.1. Athletics

8.1.1. The athletics events will be organised in accordance with the most recent technical regulations of the International Amateur Athletic Federation (IAAF). In any dispute the English text will be regarded as authoritative.

8.1.2. The programme and duration of the competitions will be fixed by the Exco of CUCSA in agreement with the Organising Committee and the ITC. In principle, the programme shall last two (2) days and will include the following events:

Men :

    • 100m, 200m, 400m, 800m, 1 500m, 5 000m, 10 000m
    • 10km race walk – 15km road race
    • Hurdles : 110m and 400m
    • 3000m steeple chase
    • Relays : 4 x 100m and 4 x 400m
    • Jumps : high, long, triple and pole vault
    • Throws : discus, javelin, shot put, hammer
    • Decathlon

Women :

    • 100m, 200m, 400m, 800m, 1 500m, 5 000m
    • 10km race walk, 15km road race
    • Hurdles : 100m and 400m
    • Relays : 4 x 100m and 4 x 400m
    • Jumps : high, long, triple and pole vault
    • Throws : discus, javelin, shot put, hammer
    • Heptathlon

8.1.3. The time table of events approved by the ITC and the route map of the road race must be included in the documentation circulated to all team managers.

8.1.4. Each country is authorised to enter only one (1) team made up of the following number of participants:

    1. Individual track or field event : Maximum of two (2) athletes with the exception of the race walk, middle and long distance events (1 500m, 3 000m, 5 000m and 10 000m) where a country may enter up to three (3) athletes.
    2. Team events : One (1) team.
    3. Road race : Maximum of six (6) athletes with four (4) to count for the team competition.

8.1.5. At the first TSC meeting, the Head of Delegation or his representative:

    1. shall confirm and sign the official team list of the accredited competitors approved by the ICC;
    2. confirm the official attire (uniform) in which their athletes will participate.

8.1.6. The TSC shall stipulate the starting heights and the subsequent clearance heights in the high jump and pole vault. All qualifying standards for field events must be approved by the Exco of CUCSA.

8.1.7. The most recent performances of participants must be clearly indicated on the athletes individual entry forms in order to assist the GOC with seeding.

8.1.8. Heats will be held in all events where the number of competitors entered is too large for a straight final. The number of heats shall be determined by the TSC once the final entries have been received. The draw of heats will be done in accordance with the IAAF Rules. The GOC in conjunction with the TSC shall release the starting lists for each event at least twelve (12) hours prior to the start of the meeting.

8.1.9. The GOC shall where possible, make provision for a warm up area adjacent to the athletics track. A control centre (room) must be stationed outside the competition area. All athletes shall report to the control centre at times stipulated below before entering the competition area:

    1. Track events : 20 minutes before the starting time of the event;
    2. Field events : 30 minutes before the starting time of the event;
    3. Pole vault : 60 minutes before the starting time of the event.

8.1.10. Athletes wishing to compete with their own implements must hand these items in for assizement (verification) at the official assigned by the TSC at least twelve (12) hours before the start of their events.

8.1.11. All protests and appeals shall be done in accordance with Article 4.4 noting the following:

    1. The Jury of Appeal shall comprise of three (3) persons;
    2. It shall act in accordance with Article 112 of the IAAF Technical Rules.

8.1.12. Awards shall be made in accordance with Article 5.7.1, i.e. to the first three (3) competitors in the individual events and the first three (3) teams in the relay events.

8.2. Basketball

8.2.1. The basketball tournaments will be organised in accordance with the most recent technical regulations of the Federation Internationale de Basketball Amateur (FIBA). In any dispute, the English text will be regarded as authoritative.

8.2.2. The programme and duration of the competitions will be fixed by the Exco of CUCSA in agreement with the Organising Committee and the ITC. In principle, competitions will last five (5) days and will include:

    • one (1) men’s tournament;
    • one (1) women’s tournament.

8.2.3. For each tournament, each country is authorised to enter one (1) team of twelve (12) players. At the first TSC meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of the competitors approved by the ICC.

8.2.4. The countries participating in the basketball tournament(s) must bring with their delegation and at their own costs:

    • men’s tournament: one (1) qualified referee in terms of Article 1.5.1;
    • women’s tournament: one (1) qualified referee in terms of Article 1.5.1.

These countries must communicate to the GOC, one (1) month before the start of the Games, the names of two (2) qualified referees (1 effective + 1 non-travelling substitute) per team. Countries failing to fulfill this obligation will pay a penalty fee per referee or umpire as determined by the Exco of CUCSA to the GOC.

8.2.5. The format of the qualification rounds and that of the final rounds will be fixed by the Exco of CUCSA in consultation with the ITC.

8.3. Football

8.3.1. The football tournaments will be organised in accordance with the most recent technical regulations of the Federation Internationale de Football Association (FIFA). In any dispute, the English text will be regarded as authoritative.

8.3.2. The programme and duration of the competitions will be fixed by the Exco of CUCSA in agreement with the Organising Committee and the ITC. In principle, competitions will last five (5) days and will include:

    • one (1) men’s tournament;
    • one (1) women’s tournament.

8.3.3. For each tournament, each country is authorised to enter one (1) team of eighteen (18) players maximum and fourteen (14) players minimum. At the first TSC meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of the competitors approved by the ICC.

8.3.4. The countries participating in the football tournament(s) must bring with their delegation and at their own costs:

    • men’s tournament: one (1) qualified referee in terms of Article 1.5.1;
    • women’s tournament: one (1) qualified referee in terms of Article 1.5.1.

These countries must communicate to the GOC, one (1) month before the start of the Games, the names of two (2) qualified referees (1 effective + 1 non-travelling substitute) per team. Countries failing to fulfill this obligation will pay a penalty fee per referee or umpire as determined by the Exco of CUCSA to the GOC.

8.3.5. The format of the qualification rounds and that of the final rounds will be fixed by the Exco of CUCSA in consultation with the ITC.

8.4. Netball

8.4.1. The netball tournaments will be organised in accordance with the most recent technical regulations of the International Netball Federation (IFNA). In any dispute, the English text will be regarded as authoritative.

8.4.2. The programme and duration of the competitions will be fixed by the Exco of CUCSA in agreement with the Organising Committee and the ITC. In principle, competitions will last five (5) days and will include one (1) women’s tournament.

8.4.3. Each country is authorised to enter one (1) team of twelve (12) players. At the first TSC meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of the competitors approved by the ICC.

8.4.4. The countries participating in the netball tournament must bring with their delegation and at their own costs one (1) qualified referee in terms of Article 1.5.1. These countries must communicate to the GOC, one (1) month before the start of the Games, the names of two (2) qualified referees (1 effective + 1 non-travelling substitute) per team. Countries failing to fulfill this obligation will pay a penalty fee per referee or umpire as determined by the Exco of CUCSA to the GOC.

8.4.5. The format of the qualification rounds and that of the final rounds will be fixed by the Exco of CUCSA in consultation with the ITC.

8.4.6 Rain Rules: The Exco of CUCSA in consultation with the ITC will decide whether a match is cancelled.

8.5. Tennis

8.5.1. The tennis tournaments will be organised in accordance with the most recent technical regulations of the International Tennis Federation (ITF). In any dispute, the English text will be regarded as authoritative.

8.5.2. The programme and duration of the competitions will be fixed by the Exco of CUCSA in agreement with the Organising Committee and the ITC. In principle, competitions will last four (4) days and will include:

    • one (1) men’s tournament: singles and doubles;
    • one (1) women’s tournament: singles and doubles;
    • one (1) mixed tournament.

8.5.3. Each country is authorised to enter a maximum of four (4) men and four (4) women players. The maximum number of competitors per event and per country will be as follows:

    • men singles: two (2);
    • men doubles: two (2), i.e. one (1) pair;
    • women singles: two (2);
    • women doubles: two (2), i.e. one (1) pair;
    • mixed doubles: two (2), i.e. one (1) pair.

Players of the team events (doubles) must be of the same nationality. A player may not be entered for more than three (3) events. At the first TSC meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of the competitors approved by the ICC.

8.5.4. The most recent performances and the international computer classification for singles and doubles must be clearly indicated on the individual entry form.

8.5.5. A TSC meeting of all the teams entered for the tennis tournament will take place at least four (4) hours before the ITC meeting. The nomination of the seeded players is decided by the TSC which fixes the number of seeded players in each event. The drawing of lots is public. At least one (1) person per team should attend the draw. With the exception of seeded players, two (2) players of the same nationality will not be placed in the same half of the board. To realise this, the players of the same nationality will be drawn first, the first name corresponding to the top of the board and the other name corresponding to the bottom of the board. After that, the draw will continue as usual. Players who are not able to be present at the drawing of lots shall submit their accreditation cards through their team officials. Players failing to do so, will not be seeded.

8.5.6. The matches will be played for the best of three (3) sets, except for the finals of the men’s singles and doubles, which will be played for the best of five (5) sets. The tie-break will be used in all sets, except the final set. There will be no final match for third place. The two (2) losers in the semifinals will each receive a medal for third place.

8.5.7. The GOC will appoint a tournament referee who will direct the tournament under control and with the assistance of the representative of the ITF, and/or that of the Chairperson of the ITC. In the event of complaints, the jury of appeal appointed by the Exco of CUCSA will meet.

8.5.8. In the event of adverse conditions the ITC may amend the competition scheduled and length of matches, instruct matches to be played under floodlights or move matches to other venues, indoor or outdoor.

8.6. Volleyball

8.6.1. The volleyball tournaments will be organised in accordance with the most recent technical regulations of the Federation Internationale de Volleyball (FIVB). In any dispute, the English text will be regarded as authoritative.

8.6.2. The programme and duration of the competitions will be fixed by the Exco of CUCSA in agreement with the Organising Committee and the ITC. In principle, competitions will last five (5) days and will include:

    • one (1) men’s tournament;
    • one (1) women’s tournament.

8.6.3. For each tournament, each country is authorised to enter one (1) team of twelve (12) players. At the first TSC meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of the competitors approved by the ICC.

8.6.4. The countries participating in the volleyball tournament(s) must bring with their delegation and at their own costs:

    • men’s tournament: one (1) qualified referee in terms of Article 1.5.1;
    • women’s tournament: one (1) qualified referee in terms of Article 1.5.1.

These countries must communicate to the GOC, one (1) month before the start of the Games, the names of two (2) qualified referees (1 effective + 1 non-travelling substitute) per team. Countries failing to fulfill this obligation will pay a penalty fee per referee or umpire as determined by the Exco of CUCSA to the GOC.

8.6.5. The format of the qualification rounds and that of the final rounds will be fixed by the Exco of CUCSA in consultation with the ITC. The points for a match shall be awarded as follows: three points for a win, one point for a loss and no point for a team that forfeits a match.

8.6.6. The ranking system shall be as provided for in the technical regulations of the FIVB.

8.7. Chess

8.7.1. The chess tournaments will be organised in accordance with the most recent technical regulations of the Federation Internationale d’Echecs (FIDE). In any dispute, the English text will be regarded as authoritative.

8.7.2. The programme and duration of the competitions will be fixed by the Exco of CUCSA in agreement with the Organising Committee and the ITC. In principle, competitions will last four (4) days and will include:

    • one (1) men’s tournament;
    • one (1) women’s tournament.

A team classification will be established for the men and women. Only countries with four (4) players (minimum of 2 men and 2 women) or more will be taken into account for the team competition.

8.7.3. Each country is authorised to enter a maximum of ten (10) players:

    • men’s tournament: maximum five (5) players;
    • women’s tournament: maximum five (5) players.

At the first TSC meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of the competitors approved by the ICC.

8.7.4. The individual classification will be established according to the total of game points scored. In the case of a tie, the winner will be determined according to the FIDE rules. The team classification will be determined according to the total of points obtained by the highest scored two (2) men and two (2) women from the same country. In the case of a tie, the winning team will be determined according to the FIDE rules.

8.8. Darts

8.8.1. The darts tournaments will be organised in accordance with the most recent technical regulations of the International Darts Federation (IDF). In any dispute, the English text will be regarded as authoritative.

8.8.2. The programme and duration of the competitions will be fixed by the Exco of CUCSA in agreement with the Organising Committee and the ITC. In principle, competitions will last four (4) days and will include:

    • one (1) men’s tournament;
    • one (1) women’s tournament.

A team classification will be established for the men and women. Only countries with four (4) competitors (minimum of 2 men and 2 women) or more will be taken into account for the team competition.

8.8.3. Each country is authorised to enter a maximum of twelve (12) competitors:

    • men’s tournament: maximum six (6) competitors;
    • women’s tournament: maximum six (6) competitors.

At the first TSC meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of the competitors approved by the ICC.

8.8.4. The format of the qualification rounds and that of the final rounds will be fixed by the Exco of CUCSA in consultation with the ITC.

8.9. Rugby

8.9.1. The rugby tournaments will be organised in accordance with the most recent technical regulations of the International Rugby Board (IRB). In any dispute, the English text will be regarded as authoritative.

8.9.2. The programme and duration of the competitions will be fixed by the Exco of CUCSA in agreement with the Organising Committee and the ITC. In principle, competitions will last five (5) days and will include one (1) men’s tournament.

8.9.3. Each country is authorised to enter one (1) team of twenty-one (21) players. At the first TSC meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of the competitors approved by the ICC.

8.9.4. The countries participating in the rugby tournament(s) must bring with their delegation and at their own costs one (1) qualified referee in terms of Article 1.5.1. These countries must communicate to the GOC, one (1) month before the start of the Games, the names of two (2) qualified referees (1 effective + 1 non-travelling substitute) per team. Countries failing to fulfill this obligation will pay a penalty fee per referee or umpire as determined by the Exco of CUCSA to the GOC.

8.9.5. The format of the qualification rounds and that of the final rounds will be fixed by the Exco of CUCSA in consultation with the ITC.

8.10. Softball

8.10.1. The softball tournaments will be organised in accordance with the most recent technical regulations of the International Softball Federation (ISF). In any dispute, the English text will be regarded as authoritative.

8.10.2. The programme and duration of the competitions will be fixed by the Exco of CUCSA in agreement with the Organising Committee and the ITC. In principle, competitions will last four (4) days and will include:

    • one (1) men’s tournament;
    • one (1) women’s tournament.

8.10.3. For each tournament, each country is authorised to enter one (1) team of fourteen (14) players. At the first TSC meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of the competitors approved by the ICC.

8.10.4. The countries participating in the softball tournament(s) must bring with their delegation and at their own costs:

    • men’s tournament: one (1) qualified referee in terms of Article 1.5.1;
    • women’s tournament: one (1) qualified referee in terms of Article 1.5.1.

These countries must communicate to the GOC, one (1) month before the start of the Games, the names of two (2) qualified referees (1 effective + 1 non-travelling substitute) per team. Countries failing to fulfill this obligation will pay a penalty fee per referee or umpire as determined by the Exco of CUCSA to the GOC.

8.10.5. The format of the qualification rounds and that of the final rounds will be fixed by the Exco of CUCSA in consultation with the ITC.

8.11. Squash

8.11.1. The squash tournaments will be organised in accordance with the most recent technical regulations of the World Squash Federation (WSF). In any dispute, the English text will be regarded as authoritative.

8.11.2. The programme and duration of the competitions will be fixed by the Exco of CUCSA in agreement with the Organising Committee and the ITC. In principle, competitions will last four (4) days and will include:

    • one (1) individual men singles tournament;
    • one (1) individual women singles tournament;
    • one (1) mixed team tournament.

8.11.3. Each country is authorised to enter a maximum of three (3) men and three (3) women players. The maximum number of competitors per event and per country will be as follows:

    • men singles: three (3);
    • women singles: three (3);
    • mixed team: one (1) team.

At the first TSC meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of the competitors approved by the ICC.

8.11.4. The GOC will appoint a tournament referee who will direct the tournament under control and with the assistance of the representative of the WSF, and/or that of the Chairperson of the ITC. In the event of complaints, the jury of appeal appointed by the Exco of CUCSA will meet.

8.12. Table Tennis

8.12.1. The table tennis tournaments will be organised in accordance with the most recent technical regulations of the International Table Tennis Federation (ITTF). In any dispute, the English text will be regarded as authoritative.

8.12.2. The programme and duration of the competitions will be fixed by the Exco of CUCSA in agreement with the Organising Committee and the ITC. In principle, competitions will last four (4) days and will include:

    • one (1) men’s tournament: singles and doubles;
    • one (1) women’s tournament: singles and doubles;
    • one (1) mixed tournament.

8.12.3. Each country is authorised to enter a maximum of four (4) men and four (4) women players. The maximum number of competitors per event and per country will be as follows:

    • men singles: three (3);
    • men doubles: two (2), i.e. one (1) pair;
    • women singles: three (3);
    • women doubles: two (2), i.e. one (1) pair;
    • mixed doubles: two (2), i.e. one (1) pair.

At the first TSC meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of the competitors approved by the ICC.

8.12.4. The GOC will appoint a tournament referee who will direct the tournament under control and with the assistance of the representative of the ITTF, and/or that of the Chairperson of the ITC. In the event of complaints, the jury of appeal appointed by the Exco of CUCSA will meet.

The Confederation of Universities and Colleges Sports Association (CUCSA) was established in 1989 under the auspices of the Supreme council of Sports in Africa zone IV and mandated to provide an environment that stimulates development of sports in member countries, provide regular competitions among members states, raise standard of performance through training programs and competitions and forster friendly relations among students and staff members by encouraging sports contacts at all levels.
